Flashcards for the 2026 PMP® Exam: People, Process & Business Environment
Review the July 2026 PMP exam outline with original flashcards for situational cues, formulas, AI, sustainability, value, and all three domains.
このデッキについて
This 360-card deck reviews all 26 tasks in the July 2026 PMP® exam outline across People, Process, and Business Environment. It includes situational judgment, formulas and their meaning, predictive, adaptive, and hybrid choices, plus the updated emphasis on AI, sustainability, outcomes, value, and business impact.
What you'll retrieve
- Map a short situation to the preferred first or next action, then recall why it fits.
- Distinguish project roles, expectations, conflict responses, communication choices, governance paths, changes, risks, issues, compliance evidence, and adoption signals that are easy to confuse.
- Choose a delivery approach from uncertainty, feedback, constraints, and governance needs.
- Calculate and interpret focused EVM, forecast, communication-channel, PERT, and float relationships.
- Connect project data, AI-supported analysis, sustainability, and external signals to accountable human decisions and measurable value.
How to use and filter
No special setup is required: answer the prompt or complete the calculation before revealing the back, then read the reason or explanation; normal scheduling handles repetition. For domain-and-retrieval tags, the leading term selects the domain—people, process, or business for Business Environment—while the suffix concept selects knowledge recall and decision selects situational judgment.
Mappings and exclusions
The cards practise situation → action, term → operational meaning, project conditions → delivery approach, numerical setup → calculation and interpretation, and selected purpose or risk allocation → the useful artifact, contract, or cost category. Selected reverse and contrast prompts are included when they clarify a real misconception. The deck doesn't mechanically reverse every fact.
Answer-option elimination, leaked or proprietary recall, copied source language, imitation exam questions, a full process or ITTO inventory, long multipart calculations, formula-frequency claims, universal AI rules, and jurisdiction-free legal conclusions are excluded.
Learning sequence
The order is deliberate. A deterministic weighted interleave preserves each reviewed domain sequence while mixing People, Process, and Business Environment from the start. Prerequisites stay before dependent judgment inside every domain, and related retrievals are separated by unrelated cards. The scheduler handles long-term spacing after installation.
Sources and reuse
Scope was checked against PMI's current PMP certification page, PMI's July 2026 PMP Examination Content Outline, and PMI's 2026 exam update. These sources bound scope and factual review; their prose was not copied.
Every prompt, answer, example, explanation, mapping choice, sequence, metadata field, and the generated cover was independently authored from common project-management knowledge. The CC0 label applies to that original expression, organization, metadata, and cover to the extent applicable rights exist; it does not claim ownership of facts, standards, certification marks, or third-party material.
This is an independently authored, unofficial educational deck by Flashcards Open Source App. It is not affiliated with, sponsored by, or endorsed by Project Management Institute. No PMI exam questions, answer keys, source passages, passages from PMI publications, course text, logos, badges, or trade dress were copied. 質問
What makes a project vision genuinely shared?
回答
Key stakeholders can explain the same desired future and use it to guide choices. Shared wording alone is weak evidence if people interpret the outcome differently.
カード 2
質問
Requirements are likely to evolve, and users can give frequent feedback. Which delivery approach fits best?
回答
Choose an adaptive approach. Short feedback cycles let the team learn, reprioritize, and deliver useful increments as requirements change.
カード 3
質問
An AI planning tool recommends a budget shift beyond the project manager's authority. What should happen next?
回答
Validate the evidence and route the decision through the defined governance path. A tool can inform the decision, but it cannot expand decision rights or replace accountable human approval.
カード 4
質問
A sponsor asks the team to “improve the portal,” but success is unclear. What should happen first?
回答
Clarify the intended outcome, boundaries, and acceptance measures with the sponsor and users. The team needs an agreed target before decomposing or delivering scope.
カード 5
質問
Why should an adaptive team identify a conflict's source before choosing a response?
回答
The source determines which response can resolve the issue. A disagreement about facts, priorities, roles, or relationships may look similar but needs different treatment.
カード 6
質問
What can make a project requirement a compliance requirement?
回答
It comes from an applicable obligation such as a law, regulation, contract, standard, or organizational policy. The source and context determine who interprets it and what evidence is required.
カード 7
質問
What does servant leadership look like on a hybrid project?
回答
Enable the team, remove obstacles, and create the conditions for good decisions. The leader still sets boundaries and remains accountable without taking over the team's work.
カード 8
質問
A team delivered every planned feature, but user adoption remains low. What should the project manager do next?
回答
Reassess the value assumptions with users and sponsors, then adjust the work and measures. Completing outputs does not prove that the intended outcome was achieved.
カード 9
質問
One specialist is assigned to every urgent item and has become the delivery bottleneck. What is the best response?
回答
Make the constraint visible, reprioritize demand, and rebalance or add capability. Sending more work to the specialist only lengthens the queue.
カード 10
質問
What is the main purpose of project change control?
回答
To evaluate, authorize, record, and communicate changes before controlled work is altered. This keeps decisions traceable and exposes effects on value, scope, schedule, cost, risk, and compliance.
カード 11
質問
When does stakeholder identification end on a predictive project?
回答
It continues throughout the project. New stakeholders, changing influence, and phase transitions can make the original analysis incomplete.
カード 12
質問
The required deliverable is well defined, and the buyer wants strong cost certainty. Which contract family is the natural starting point?
回答
Start with a fixed-price contract. Stable scope supports an agreed price and places more cost-overrun risk on the seller.
カード 13
質問
How does an issue differ from a risk?
回答
An issue is happening or has happened; a risk is uncertain. Once an uncertain event occurs, the team manages its current effects as an issue while tracking any remaining uncertainty as risk.
カード 14
質問
Does stakeholder alignment require everyone to prefer the same option?
回答
No. Alignment means people understand the objective, constraints, tradeoffs, and agreed decision even when preferences differ.
カード 15
質問
Earned value is
100,000. What is cost variance, and what does it mean?
回答
CV = EV − AC =
100,000 = −$20,000. The negative variance means the completed work has cost more than its budgeted value.
カード 16
質問
Defect counts keep rising even though the team fixes each reported defect. What should happen next?
回答
Analyze the recurring root causes and improve the delivery process. Correction handles individual defects; prevention reduces the source of repeated defects.
カード 17
質問
Whose expectations count as customer expectations on a hybrid project?
回答
Both internal and external customers may matter. Internal operations or support groups and external buyers or end users can judge different parts of the outcome.
カード 18
質問
Can a project risk create an opportunity as well as a threat?
回答
Yes; uncertainty can improve or harm project objectives. The team should identify and analyze valuable upside as deliberately as it handles downside exposure.
カード 19
質問
An adaptive team has high uncertainty and only two iterations of data. How should it communicate the release forecast?
回答
Give a range based on current throughput and update it as evidence grows. A single precise date would hide the uncertainty in both scope and delivery rate.
カード 20
質問
How should a project team decide which knowledge to transfer first?
回答
Prioritize knowledge whose loss would most threaten delivery, operations, safety, or key decisions. A risk-based order protects the project better than documenting everything equally.
カード 21
質問
What makes a lesson learned useful for future work?
回答
It records the context, evidence, result, and a practical recommendation. A vague success or failure story gives the next team little basis for action.
カード 22
質問
The schedule dashboard is green, but the product’s outcome metric is falling. What should the status report show?
回答
Show both delivery performance and the declining outcome, then explain the decision needed. A healthy schedule cannot offset evidence that the project is missing value.
カード 23
質問
What should a communication strategy define?
回答
Define the audience, needed information, purpose, channel, timing, owner, and feedback path. These choices turn communication from message sending into a managed exchange.
カード 24
質問
All deliverables are complete, but the operations team cannot support them yet. Should the project close?
回答
No—complete the agreed transition-readiness work first. Deliverable completion alone is insufficient when operational handoff is part of the closure criteria.
カード 25
質問
Why assess organizational culture before planning adoption work?
回答
Culture shapes how people accept authority, risk, learning, and new ways of working. The assessment helps tailor sponsorship, communication, training, and feedback instead of assuming one approach fits every group.
カード 26
質問
A hybrid project starts with different definitions of success. What should the project manager do first?
回答
Facilitate a session to co-create the desired outcomes and success picture. Early joint ownership exposes incompatible assumptions before planning hardens them.
カード 27
質問
Requirements are stable, approvals are strict, and late changes are expensive. Which delivery approach fits best?
回答
Choose a predictive approach. Detailed early planning and controlled changes fit stable work with tight dependencies and formal oversight.
カード 28
質問
A customer requests an extra feature after predictive scope has been approved. What should happen before work begins?
回答
Assess the request’s effects and route it through the agreed change process. Approval must consider scope, schedule, cost, quality, risk, and value together.
カード 29
質問
What kinds of changes belong in an external business environment scan?
回答
Relevant regulatory, technological, geopolitical, market, social, and environmental changes. The scan stays focused on signals that could alter assumptions, value, risks, scope, or the backlog.
カード 30
質問
Two specialists blame each other for a missed handoff. What should the project manager do first?
回答
Hear both perspectives and examine the handoff facts before proposing a fix. Understanding the source and context avoids assigning blame on an incomplete story.
カード 31
質問
A twelve-month release can be split into usable slices. What should the team evaluate?
回答
Evaluate releasing the highest-value usable slice earlier. Incremental delivery can produce benefits and feedback before the entire solution is finished.
カード 32
質問
A new predictive team keeps duplicating work. What should the project manager do next?
回答
Clarify responsibilities, interfaces, and decision ownership with the team. Shared role clarity removes overlap without turning every task into manager-controlled work.
カード 33
質問
How does project governance differ from day-to-day project management?
回答
Governance sets decision rights, accountability, oversight, and escalation boundaries; management works within them to deliver. Governance answers who may decide and how oversight works, not how every task is performed.
カード 34
質問
A critical engineer becomes unavailable for a month. What should the project manager do first?
回答
Assess the effect with the team and resource owner, then compare realistic response options. Reassignment, resequencing, training, or scope tradeoffs depend on the actual constraint.
カード 35
質問
A new regulator begins influencing an adaptive product. What should the project manager do first?
回答
Add and analyze the regulator as a stakeholder. The team needs current influence, needs, and engagement information before tailoring its response.
カード 36
質問
The buyer needs specialist help now, but the exact amount of work will evolve. Which contract can fit?
回答
Use a time-and-materials contract with a ceiling and active oversight. It supports flexible effort, while the controls limit the buyer’s open-ended cost exposure.
カード 37
質問
A new data-retention requirement may affect the project, but its applicability is unclear. What should the project manager do first?
回答
Identify the affected work and confirm applicability with the appropriate compliance or legal authority. The team needs a context-specific interpretation before changing plans or claiming compliance.
カード 38
質問
A hybrid team says the priorities are clear, but two groups plan different outcomes. What should happen next?
回答
Bring the groups together to state their assumptions and agree on priorities. Visible disagreement is easier to resolve than parallel plans built on hidden expectations.
カード 39
質問
Earned value is
100,000. What is schedule variance, and what does it mean?
回答
SV = EV − PV =
100,000 = −$10,000. The negative result means less budgeted work has been completed than planned by the status date.
カード 40
質問
A stakeholder requests a major change to a baselined predictive project. What should the project manager do before implementation?
回答
Assess the change's effects and submit it through the agreed change-control process. Work should not move from request to execution until the designated authority decides with adequate evidence.
カード 41
質問
A team is ready to build, but stakeholders disagree on what an acceptable result looks like. What should happen first?
回答
Agree on measurable acceptance criteria before building. Shared criteria guide implementation, testing, and acceptance without relying on personal interpretation.
カード 42
質問
A forecast shows a committed milestone will probably slip. What should the project manager do?
回答
Tell affected stakeholders early, explain the evidence and impact, and discuss response options. Timely transparency gives them room to adapt and protects trust.
カード 43
質問
An activity on the current critical path is delayed. What should the project manager assess first?
回答
Recalculate the schedule network and forecast the finish-date effect. The delay may move the critical path or require a recovery decision.
カード 44
質問
A specialist will leave an adaptive team in three weeks. What should the team do first?
回答
Identify the specialist's critical knowledge and where it is concentrated. That inventory guides focused pairing, practice, and documentation before time runs out.
カード 45
質問
A listed supplier risk occurs and delays a delivery. How should the team handle the event now?
回答
Treat the occurrence as an issue, execute the planned response or workaround, and communicate its impact. Any remaining uncertainty can stay in the risk register, but the current delay needs issue ownership and resolution.
カード 46
質問
Teams make decisions from a risk report that has not been updated for six weeks. What should the project manager do?
回答
Restore a clear owner, update cadence, and trusted source for the report. An accessible artifact is still unsafe if its information is stale.
カード 47
質問
A sensitive hybrid-project decision is urgent and open to interpretation. Which communication mode fits best?
回答
Use interactive communication, such as a focused live discussion. Immediate questions and feedback reduce ambiguity faster than a one-way update.
カード 48
質問
Supplier delivery is complete, but an invoice dispute and open claim remain. What must happen before procurement closure?
回答
Resolve or formally disposition the open commercial items under the agreement. Procurement is not closed while obligations or claims remain unsettled.
カード 49
質問
A credible cyber threat could affect a new service, but no attack has occurred. What should the project manager do?
回答
Record and analyze the threat as a risk, assign ownership, and plan a proportionate response. Uncertainty about occurrence calls for risk management while security experts help assess exposure and controls.
カード 50
質問
Stakeholders repeat the vision statement but make conflicting scope choices. What should the project manager do?
回答
Trace the conflicting choices to the underlying misunderstanding of the desired outcome. Repeating the statement won't fix different mental models.
カード 51
質問
A project combines stable hardware milestones with software that needs frequent user feedback. Which approach fits best?
回答
Choose a deliberately tailored hybrid approach. Predictive controls can govern the stable hardware while adaptive cycles handle uncertain software work.
カード 52
質問
A retrospective finds that release handoffs repeatedly create rework. What is the best next improvement step?
回答
Agree on a small process change, assign an owner, and measure the next handoff. A testable action turns the lesson into evidence instead of another discussion point.
カード 53
質問
A user proposes a new feature during adaptive delivery. What should the team do with it?
回答
Add it to the backlog for clarification and value-based prioritization. A new idea should compete transparently with existing work rather than interrupt the iteration automatically.
カード 54
質問
Two team members have a recurring technical disagreement and enough time to solve it. Which response is preferred?
回答
Facilitate collaborative problem solving around interests, evidence, and a shared goal. It addresses the root issue and builds commitment to the outcome.
カード 55
質問
Recent customer feedback shows that a lower-ranked item now offers the greatest value. What should happen?
回答
Reprioritize the upcoming work with the relevant stakeholders. Value-based plans should change when credible evidence changes the expected benefit.
カード 56
質問
A merger changes the project's sponsor and decision authorities. What should the project manager do next?
回答
Assess the impact and confirm the new governance, responsibilities, and stakeholder paths. Continuing with obsolete authority assumptions can stall decisions and weaken accountability.
カード 57
質問
A capable hybrid team asks the project manager to approve every small decision. What should the project manager do?
回答
Define decision boundaries and delegate authority within them. Clear guardrails let the team act quickly while preserving accountability for larger commitments.
カード 58
質問
A distributed team loses hours waiting across time zones. What is the most useful planning response?
回答
Set working agreements for overlap, handoffs, response times, and asynchronous records. Clear coordination rules reduce waiting without requiring everyone to work the same hours.
カード 59
質問
A key user resists a planned solution without explaining why. What should the project manager do first?
回答
Meet with the user to understand concerns, needs, and constraints. Listening before persuading reveals what useful engagement must address.
カード 60
質問
A competitor launches a substitute that could reduce the project's expected value. What should the project manager do first?
回答
Assess the effect on assumptions, benefits, scope or backlog, and risks before recommending a response. Reacting without impact evidence can spend more while protecting an outdated value case.
カード 61
質問
A research supplier must explore an uncertain technical solution that cannot be specified precisely. Which contract family may fit?
回答
Consider a cost-reimbursable contract with clear allowable-cost, audit, and performance terms. The buyer accepts more cost risk because the work cannot be estimated reliably upfront.
カード 62
質問
A sponsor expects the original date after approving a major scope increase. What should the project manager do?
回答
Facilitate a tradeoff discussion using the updated impact on scope, time, cost, and risk. Alignment requires an explicit choice, not silent acceptance of incompatible expectations.
カード 63
質問
BAC is
200,000, and AC is $230,000. A past overrun will not recur. What is EAC?
回答
EAC = AC + (BAC − EV) =
300,000 = $530,000. This form assumes the remaining work will follow its original budgeted rate.
カード 64
質問
A dashboard shows the project is on time and on budget, but adoption is falling. What should governance review?
回答
Review whether the agreed success metrics still capture outcomes, stakeholder value, and adoption. Delivery constraints matter, but they do not prove that the project is producing the intended result.
カード 65
質問
A critical test fails just before a planned release. What should the team do?
回答
Contain the effect, correct the defect, and investigate its cause before release approval. Schedule pressure does not erase agreed quality or safety criteria.
カード 66
質問
An internal customer assumes an adaptive team will provide round-the-clock support after release, but no support model was agreed. What should the project manager do?
回答
Bring the customer, team, and operations together to define support ownership, service expectations, and escalation before release. Unstated operating assumptions become disappointments after handoff.
カード 67
質問
The team has a current schedule forecast, but no schedule baseline was approved. Can it report a schedule variance?
回答
No—first establish an authorized schedule baseline. The forecast shows current expected dates, but variance requires an approved reference for comparison.
カード 68
質問
How should a project measure the extent of compliance?
回答
Use defined criteria and verifiable evidence for each applicable requirement. Status claims alone cannot show whether required controls, reviews, records, or outcomes are actually present.
カード 69
質問
One developer alone understands a critical hybrid component. What is the best next step?
回答
Pair the developer with another team member and rotate hands-on responsibility. Practice transfers tacit knowledge better than a document alone.
カード 70
質問
An executive asks an adaptive team for a single percent-complete figure. What should the project manager report instead?
回答
Report completed usable value, remaining scope, flow evidence, and a forecast range. An arbitrary percentage can hide changing scope and uncertain delivery rate.
カード 71
質問
How do interactive, push, and pull communication differ?
回答
Interactive communication supports a live exchange, push sends information to chosen recipients, and pull lets people retrieve it when needed. The choice depends on urgency, complexity, audience size, and feedback needs.
カード 72
質問
A stakeholder asks an adaptive team to insert an urgent feature midway through an iteration. What should happen?
回答
Use the team's agreed authority and backlog process to assess priority and iteration impact. An urgent request still needs a transparent decision; it should not silently disrupt committed work.
カード 73
質問
A sponsor wants to close immediately but has not formally accepted the final deliverable. What should the project manager do?
回答
Obtain the agreed completion approval before closing. Formal acceptance confirms that the deliverable meets the authorized closure conditions.
カード 74
質問
Why keep a shared vision visible during delivery?
回答
A visible vision gives teams and stakeholders a stable reference for priorities and tradeoffs. A launch workshop has little value if daily decisions never reconnect to it.
カード 75
質問
A department always uses the same delivery method, regardless of project conditions. What should the project manager do?
回答
Assess uncertainty, complexity, feedback needs, constraints, governance, and value flow before recommending an approach. Organizational habit is an input, not the decision rule.
カード 76
質問
A blocker stops work on the highest-value backlog item. What should the project manager do first?
回答
Assess its impact and make removal a visible priority with a clear owner. The intervention should protect flow and value rather than wait for the blocker to disappear on its own.
カード 77
質問
Two key stakeholders interpret an approved scope boundary differently. What should happen next?
回答
Facilitate agreement on the boundary and record the resolved interpretation. Unresolved scope assumptions will create conflicting acceptance decisions later.
カード 78
質問
When can a directive conflict response be appropriate?
回答
Use it when immediate action is needed to protect safety, compliance, or another critical constraint and the leader has authority. Follow up later because speed doesn't resolve the underlying conflict.
カード 79
質問
What is the practical purpose of a risk register?
回答
It keeps identified risks, analysis, triggers, owners, responses, and status visible in one controlled record. The register supports action and communication; it is not just a list created during planning.
カード 80
質問
A project claims it will reduce service time, but no one has defined how to measure that benefit. What should happen?
回答
Define the metric, baseline, target, timing, and accountable owner. A benefit cannot be managed if the project has no credible measurement system.
カード 81
質問
What makes a leadership style situational?
回答
The leader adjusts direction and support to the team's capability, confidence, context, and urgency. One fixed style won't fit every team or moment.
カード 82
質問
An adaptive team’s members are repeatedly moved to other projects mid-iteration. What should the project manager seek?
回答
Seek stable, explicit capacity for the team and make competing demand visible. Frequent reassignment disrupts flow, learning, and forecast reliability.
カード 83
質問
How does continuous improvement differ from a one-off correction?
回答
Continuous improvement changes and tests a repeatable way of working. A correction fixes the immediate defect, while improvement aims to reduce recurrence or improve future outcomes.
カード 84
質問
What should stakeholder analysis reveal beyond a list of names?
回答
It should reveal interests, influence, impact, attitude, needs, and preferred engagement. Those differences determine where attention and tailored communication belong.
カード 85
質問
The team can build a component internally or buy it from a supplier. What analysis should guide the choice?
回答
Compare capability, total cost, timing, capacity, quality, risk, strategic fit, and ongoing support. The lowest purchase price alone does not settle a make-or-buy decision.
カード 86
質問
Why categorize stakeholders before aligning expectations?
回答
Categories help tailor the depth, timing, and form of engagement. They support judgment but don't replace individual analysis.
カード 87
質問
BAC is $600,000 and CPI is 0.80. If current cost efficiency continues, what is EAC?
回答
EAC = BAC ÷ CPI =
750,000. Continuing the unfavorable cost efficiency forecasts a $150,000 overrun.
カード 88
質問
Why can a technically complete project still fail to create organizational change?
回答
People may not adopt the new process, behavior, role, or product. Delivery creates the capability; adoption work helps the organization use it to produce the intended outcome.
カード 89
質問
A sponsor proposes removing reviews and test automation to cut quality costs. What should the project manager do?
回答
Compare the saved appraisal or prevention cost with the expected failure risk. Cutting early quality work can create larger rework, support, liability, or reputation costs later.
カード 90
質問
Why should customer expectations be monitored after requirements are approved?
回答
Expectations and context can change while formal requirements stay fixed. Ongoing checks reveal drift before final delivery becomes a surprise.
カード 91
質問
Does an external business signal automatically change project scope or the backlog?
回答
No; it triggers assessment, not automatic implementation. The team evaluates relevance and impact, then the authorized path decides any scope, backlog, funding, or strategy response.
カード 92
質問
A release milestone depends on another project, but that dependency is absent from both schedules. What should happen?
回答
Add and coordinate the dependency with both owners, then update the forecast. Hidden cross-project dependencies make each schedule internally neat but collectively unreliable.
カード 93
質問
Why can't all critical project knowledge be transferred through documents?
回答
Some knowledge is tacit and appears only in judgment or practice. Shadowing, demonstration, and supervised application make that knowledge observable.
カード 94
質問
An executive needs a quick steering decision, but the team sends a forty-page technical report. What should change?
回答
Tailor the status view to the decision: outcome, variance, forecast, risk, and requested action. Keep supporting detail available without making it the main message.
カード 95
質問
What is the purpose of a governance escalation threshold?
回答
It defines when a decision or condition must move to a higher or different authority. A clear threshold speeds routine decisions while exposing exceptions that exceed delegated limits.
カード 96
質問
What makes project or phase closure criteria useful?
回答
They state the evidence and approvals required to finish. Clear criteria prevent “almost done” work from being closed by opinion.
カード 97
質問
An AI vendor asks to use production customer data before privacy and security review. What should the project manager do?
回答
Pause the transfer and route the proposed use through the applicable privacy, security, and approval controls. Vendor convenience does not establish lawful use or acceptable exposure.
カード 98
質問
A sponsor says the team's detailed status report is unusable. What should the project manager do?
回答
Confirm the sponsor's decisions and reporting needs, then tailor the report around outcomes, risks, trends, and asks. More detail isn't useful when it hides what the audience must act on.
カード 99
質問
A market change makes part of the hybrid project's vision obsolete. What should the project manager do?
回答
Revisit the vision with key stakeholders and update it to the new reality. Keeping an obsolete statement stable would steer decisions away from value.
カード 100
質問
Separate planning teams produce schedules that conflict at a shared dependency. What should happen before execution?
回答
Reconcile the dependency, owners, assumptions, and decision dates in the integrated plan. Component plans must work as one delivery system.
カード 101
質問
A backlog item is too large to finish and validate in one iteration. What should the team do?
回答
Split it into smaller end-to-end slices that each produce testable value. Splitting only by technical layer delays meaningful feedback.
カード 102
質問
A team member repeatedly interrupts and insults a colleague in meetings. What should the project manager do?
回答
Address the behavior promptly, reinforce the agreed ground rules, and agree on corrective action. Ignoring the violation weakens psychological safety and the rules themselves.
カード 103
質問
What separates a proposed change from an approved change?
回答
An authorized decision under the project's change path. A request can be analyzed and communicated, but it should not be treated as committed work until the designated authority approves it.
カード 104
質問
An early minimum viable product gets poor user feedback. What is the best response?
回答
Use the evidence to revise the value hypothesis and next increment. The MVP’s purpose is learning, so negative feedback is useful when it changes the decision.
カード 105
質問
An adaptive team is blocked by access controlled outside the team. What should the project manager do?
回答
Work with the owner to remove the access obstacle while keeping the team informed. Enabling progress doesn't require taking over the team's delivery decisions.
カード 106
質問
How does an impediment differ from a general project issue?
回答
An impediment specifically obstructs the team's ability to progress, while an issue is any current condition needing resolution. One problem can be both when it exists now and blocks work.
カード 107
質問
A predictive schedule over-allocates a scarce resource, and the completion date can move. What should the project manager use?
回答
Use resource leveling. It resolves the over-allocation by changing activity dates and may extend the schedule.
カード 108
質問
A high-influence stakeholder joins hybrid-project reviews only after options are narrowed and then raises late objections. What should the project manager do?
回答
Agree on the decision points where the stakeholder's input is needed before options narrow. Earlier involvement makes influence useful without adding them to every working session.
カード 109
質問
A vendor misses a milestone. What should the project manager do before demanding a remedy?
回答
Verify the performance evidence, contract terms, cause, and project impact. Then use the agreement’s corrective, escalation, or change path with the supplier.
カード 110
質問
A sustainability target depends on uncertain energy prices and could change project cost. What should the project manager do?
回答
Analyze plausible scenarios, assign ownership, and choose a response consistent with project objectives and risk limits. Treating the target as certain would hide both exposure and decision options.
カード 111
質問
A stakeholder asks for a specific feature, but the underlying outcome is unclear. What should the project manager do first?
回答
Clarify the outcome the stakeholder is trying to achieve. That separates the real expectation from one proposed solution and opens better tradeoffs.
カード 112
質問
AC is
500,000, EV is $150,000, CPI is 0.75, and SPI is 0.80. If both efficiencies affect remaining work, what is EAC?
回答
EAC = AC + (BAC − EV) ÷ (CPI × SPI) =
350,000 ÷ 0.60 = $783,333.33. This forecast assumes both cost and schedule inefficiency will continue to influence cost.

An adaptive team calls work complete even though required tests in its definition of done have not passed. What should happen?
回答
Keep the item incomplete until the shared definition of done is met. Ignoring the quality boundary hides unfinished work and corrupts progress data.
カード 114
質問
An AI meeting summary states a root cause that participants did not confirm. What should happen before the lesson is stored?
回答
Validate the claim with participants and underlying evidence. A fast summary is useful input, but unverified output can turn a false inference into reusable organizational guidance.
カード 115
質問
An external customer requests an unplanned feature during an iteration. What should the project manager do?
回答
Clarify the need and route it through the agreed prioritization or change path. Acknowledging the expectation doesn't mean promising immediate delivery.
カード 116
質問
A team’s velocity rises sharply after it changes estimation practice. Can the project manager conclude productivity improved?
回答
No—inspect the changed scale, scope, quality, and team context first. Velocity is a planning signal for one stable team, not an objective cross-period productivity measure.
カード 117
質問
Operations will own a new service after a hybrid release. How should knowledge transfer begin?
回答
Involve operations before the handoff through demonstrations, shadowing, practice, and feedback. Early participation exposes support gaps while the delivery team can still fix them.
カード 118
質問
Users resist an AI workflow because they cannot tell who remains accountable. What should the project manager do?
回答
Address the concern directly by clarifying human decision rights, oversight, and escalation, then test support with users. Adoption is unlikely while accountability remains ambiguous.
カード 119
質問
Finance and delivery dashboards show different costs for the same period. What should the project manager do?
回答
Reconcile the source data, cutoff dates, and metric definitions before reporting. Choosing the more favorable number would preserve the inconsistency.
カード 120
質問
What turns a project message into a communication feedback loop?
回答
The recipient can respond, and the sender checks understanding and acts on useful feedback. Delivery confirmation alone doesn't prove shared meaning.
カード 121
質問
Why capture final lessons before releasing the project team?
回答
The team still holds context that future work can use. Capturing decisions, outcomes, and reusable learning before dispersal reduces knowledge loss.
カード 122
質問
A new AI regulation is announced for a market the project may enter. What should the project manager do next?
回答
Confirm applicability and timing with a qualified authority, then assess effects on value, scope or backlog, risk, and compliance. An announcement is an external signal; the response depends on context and effective requirements.
カード 123
質問
What does it mean to keep a project vision current?
回答
Revisit it when material assumptions, context, or desired outcomes change. The goal is continued relevance, not constant rewriting for minor delivery details.
カード 124
質問
New market data shows that the planned solution may no longer justify its cost. What should the project manager do?
回答
Reassess expected value with the sponsor and relevant stakeholders, then take the evidence through the decision process. Continuing the old plan would treat approval as permanent proof of value.
カード 125
質問
A hybrid project has conflicting instructions from a product owner and a steering committee. What should the project manager clarify?
回答
Clarify which body owns the disputed decision and what escalation path applies. Hybrid delivery does not remove governance; ambiguous decision rights create delay and unaccountable commitments.
カード 126
質問
An adaptive-team discussion becomes too heated to stay constructive. What should the project manager do?
回答
Pause the exchange briefly and set a clear time to reconvene under the ground rules. A deliberate reset can lower emotion without abandoning the issue.
カード 127
質問
A team has started an unapproved “small enhancement” on a predictive project. What should the project manager do?
回答
Pause the unauthorized work and assess it through the agreed change path. Small additions still consume capacity and can alter baselines or acceptance.
カード 128
質問
A high-value item is blocked behind several low-value items already in progress. What should the team consider?
回答
Reduce competing work and re-sequence within agreed constraints so the valuable item can flow. Starting everything protects activity counts, not value delivery.
カード 129
質問
How can a leader empower a team without giving up accountability?
回答
Delegate decisions with clear outcomes, boundaries, and escalation points, then support the team. Autonomy works best when authority and accountability are visible.
カード 130
質問
What is a threat to project compliance?
回答
A condition that could cause the project to miss an applicable requirement or its required evidence. Examples depend on context and may include control gaps, unclear ownership, supplier failure, or changing obligations.
カード 131
質問
A new technical requirement exposes a skill gap in the project team. What should happen?
回答
Assess the exact capability and timing gap, then train, recruit, contract, or redesign the work. A named skill gap should drive a deliberate resource response.
カード 132
質問
Why should a stakeholder engagement plan change during delivery?
回答
Stakeholder influence, attitude, needs, and project impact can change. The plan should follow those changes to remain useful.
カード 133
質問
Two supplier bids are compliant, but the cheapest has weak delivery evidence. How should selection proceed?
回答
Apply the disclosed evaluation criteria across cost, capability, risk, quality, and delivery. Price should carry its agreed weight rather than replace the selection model.
カード 134
質問
An approved change is implemented, but the baseline and delivery records still show the old plan. What should happen?
回答
Update every affected controlled artifact and communicate the implemented status. Approval alone is incomplete when teams and stakeholders still act on obsolete information.
カード 135
質問
How do clear success and acceptance criteria support expectation alignment?
回答
They convert vague hopes into observable conditions for decisions and review. Stakeholders can then spot disagreement before delivery.
カード 136
質問
What is the cost performance index formula, and how is a result below 1 interpreted?
回答
CPI = EV ÷ AC. A result below 1 means the project is earning less budgeted value than it spends, so cost efficiency is unfavorable.
カード 137
質問
The team repeatedly loses access and uses the same temporary workaround. What should the project manager do?
回答
Work with the accountable access or security owner to remove the systemic cause. Repeating a workaround restores activity briefly but leaves the impediment and its exposure in place.
カード 138
質問
A supplier deliverable fails an agreed quality check. What should the project manager do first?
回答
Document the evidence and apply the contract’s acceptance and corrective-action terms with the supplier. Informal acceptance would weaken both quality control and the commercial remedy.
カード 139
質問
How can a deliverable be accepted while customer satisfaction still falls?
回答
Formal criteria can be met while usability, timing, effort, or the customer's broader outcome disappoints. Acceptance confirms conformance, not every expectation.
カード 140
質問
A product has a fixed launch date and flexible scope. How should the team plan delivery?
回答
Order work by value and risk, keep the highest-value scope within demonstrated capacity, and forecast the remainder. Trading lower-value scope protects the fixed date honestly.
カード 141
質問
What evidence shows that knowledge transfer worked?
回答
The recipient can apply the knowledge independently and explain key judgments. Observed practice reveals gaps; attendance or document delivery proves only exposure.
カード 142
質問
What does qualitative risk analysis help a project team decide?
回答
Which risks deserve attention first. The team compares relevant factors such as probability, impact, urgency, proximity, and other context-specific criteria rather than treating every risk alike.
カード 143
質問
A forecast has worsened, but a manager asks the project manager to wait before reporting it. What should happen?
回答
Report the verified change promptly with its impact, uncertainty, and response options. Delayed bad news removes decision time and damages trust.
カード 144
質問
A remote team interpreted an important message in two ways. What should the project manager do next?
回答
Clarify the intended meaning through a two-way conversation and ask recipients to explain their understanding. Restating the same message may preserve the ambiguity.
カード 145
質問
Why update an organizational process asset after a validated improvement?
回答
To make current, reusable guidance available beyond the immediate team. The update should follow the asset's ownership and control rules so future work does not inherit conflicting versions.
カード 146
質問
What evidence confirms that a deliverable is ready to transition into operations?
回答
The agreed operational acceptance evidence, such as ownership, support readiness, training, documentation, and accepted service conditions. The exact evidence comes from the transition criteria.
カード 147
質問
A distributed hybrid team rarely connects daily choices to the project vision. What should the project manager do?
回答
Build the vision into planning, reviews, and decision discussions, then invite the team to explain the link. Repeated use makes the vision practical across locations.
カード 148
質問
The project is early and uncertainty is high, but a sponsor asks for a precise cost and date. What should the project manager provide?
回答
Provide an evidence-based range with assumptions and explain how it will narrow. False precision hides uncertainty instead of helping the sponsor manage it.
カード 149
質問
What should an organizational change impact assessment examine?
回答
Effects on people, roles, processes, skills, incentives, culture, operations, and intended outcomes. The assessment shows where adoption support is needed, not just what the project will deliver.
カード 150
質問
How do team ground rules reduce destructive conflict?
回答
They set shared expectations for behavior, discussion, decisions, and repair before tension rises. The team can address violations against an agreed standard instead of personal preference.
カード 151
質問
A predictive work breakdown structure omits a required transition deliverable. What should the team do?
回答
Add and decompose the missing deliverable, then recheck scope completeness and downstream plans. The WBS must represent all authorized project scope, including supporting work.
カード 152
質問
Most benefits will appear after the project hands its product to operations. What should the project manager plan now?
回答
Plan ownership, transition readiness, benefit measures, and post-handoff monitoring with operations and the sponsor. Delivery does not create benefits automatically.
カード 153
質問
How often should a project review its external business environment?
回答
At a cadence proportionate to volatility, exposure, and decision lead time, plus when material signals appear. A fixed annual review may be too slow for a fast-moving market and wasteful for a stable one.
カード 154
質問
A reliable team member's performance suddenly declines. What should the project manager do first?
回答
Discuss the change privately and listen for the root cause. Coaching from evidence is fairer and more useful than assuming low commitment.
カード 155
質問
Two projects need the same test environment during the same week. What should the project manager do?
回答
Coordinate with the other owner and the relevant governance or operations function using agreed priorities. Local optimization cannot resolve a shared enterprise constraint fairly.
カード 156
質問
The sponsor repeatedly misses decisions needed by an adaptive team. What should the project manager do?
回答
Discuss the impact with the sponsor and agree on a workable decision cadence or an authorized delegate. The engagement arrangement should make timely sponsorship possible.
カード 157
質問
What should a usable project governance structure make clear?
回答
Decision rights, accountability, oversight, reporting, escalation paths, thresholds, and records. People need to know who decides what and how exceptions become visible.
カード 158
質問
A supplier contract fixes all detailed scope for work that depends on frequent user learning. What should the buyer revisit?
回答
Revisit the commercial model, acceptance units, and change mechanism so incremental value and learning are workable. The contract should support the selected delivery approach rather than fight it.
カード 159
質問
Two stakeholder groups use different measures of success. What should the project manager do?
回答
Facilitate agreement on measurable success criteria and how tradeoffs will be decided. One shared review basis prevents each group from judging a different project.
カード 160
質問
What is the schedule performance index formula, and how is a result above 1 interpreted?
回答
SPI = EV ÷ PV. A result above 1 means more budgeted work has been completed than planned by the status date.
カード 161
質問
A safety control is skipped, and the documented safety threshold is exceeded. What should the project manager do?
回答
Pause the affected work and use the defined safety escalation path. The response follows the applicable control and protects people while the qualified authority determines remediation.
カード 162
質問
A deliverable passes acceptance, but customer satisfaction is dropping. What should the project manager do first?
回答
Ask customers what outcome or experience is missing and compare it with the agreed expectations. The satisfaction gap needs diagnosis before a response is chosen.
カード 163
質問
A regulated deliverable passes internal tests but lacks required compliance evidence. Can it be accepted?
回答
No—complete and verify the required evidence before acceptance. Functional success does not waive a mandatory quality or regulatory condition.
カード 164
質問
An AI forecast recommends changing scope because it predicts a late finish. What should happen before approval?
回答
Validate the data and assumptions, assess the full impact, and route the proposed change to the authorized decision maker. A forecast supports judgment but is not approval.
カード 165
質問
Schedule performance is unfavorable for a third reporting period. What should the project manager do?
回答
Analyze the cause and forecast, then agree on a targeted response and update the plan. Repeating the variance number without a decision does not manage the schedule.
カード 166
質問
A distributed team needs to transfer a complex support procedure. What should it combine?
回答
Combine an accessible reference with a live walkthrough, recipient practice, and feedback. Multiple modes cover both recall and real application across time zones.
カード 167
質問
A project maintains many artifacts that nobody uses. What should the project manager do?
回答
Retain, combine, or remove artifacts based on decision, governance, traceability, and access needs. Every artifact should have a clear audience and purpose.
カード 168
質問
What does transparency require beyond sharing more project data?
回答
Share relevant information in a timely, understandable, and accessible way, including uncertainty and bad news. A large data dump can still hide what matters.
カード 169
質問
Several issues need attention at once. How should the project manager prioritize them?
回答
Compare their impact, urgency, dependencies, compliance or safety exposure, and effect on value. Priority should follow consequences and timing rather than who complains most loudly.
カード 170
質問
Which administrative work belongs in project closure?
回答
Finalize records, financials, procurements, lessons, approvals, handoff, and resource release as applicable. Closure settles the project’s remaining obligations and preserves its evidence.
カード 171
質問
Two groups claim to support the vision but prioritize opposite outcomes. What should the project manager do?
回答
Use concrete scenarios to compare how each group applies the vision, then resolve the underlying tradeoff together. Examples expose interpretation gaps that slogans hide.
カード 172
質問
An external dependency now threatens a key milestone. What should the project manager do?
回答
Confirm the dependency with its owner, model its impact, and integrate the response into the project forecast and decisions. A separate dependency list is not enough if the plan stays unchanged.
カード 173
質問
A monitored risk trigger occurs. What should the risk owner and project team do?
回答
Reassess the risk and invoke the planned response as the trigger conditions require; manage an issue only if the underlying risk event has materialized. A trigger may warn that the event is approaching rather than prove it has occurred, so update and communicate the exposure.
カード 174
質問
The team and a functional manager both need the same specialist. What should the project manager do first?
回答
Discuss each side's underlying needs, timing, and constraints before negotiating options. Interest-based discussion can reveal sequencing, substitution, or partial-allocation solutions.
カード 175
質問
Predictive and adaptive teams disagree about what must cross their shared interface. What should they establish?
回答
Establish a shared interface contract with clear content, timing, quality, and acceptance expectations. Each team can plan differently while the boundary remains explicit.
カード 176
質問
A process experiment speeds delivery but increases defects. What should the team do before adopting it broadly?
回答
Evaluate the combined outcome against agreed success measures. Faster flow is not an improvement if quality, risk, compliance, or value deteriorates beyond acceptable limits.
カード 177
質問
A cheaper design meets budget but materially worsens the customer outcome. How should the choice be judged?
回答
Compare total value, including outcome, risk, operating cost, and stakeholder effects. Lowest delivery cost is only one part of the value decision.
カード 178
質問
A sponsor demands overtime that the team says is unsafe and unsustainable. What should the project manager do?
回答
Do not accept unsafe work; present the team's evidence, follow the safety path, and propose feasible delivery options. Representing the team's voice supports a responsible sponsor decision.
カード 179
質問
A team is assigned at 100% utilization, yet work waits longer each month. What should the project manager change?
回答
Reduce work in progress and plan some capacity for variability and urgent work. Maximum utilization creates queues when demand and task duration vary.
カード 180
質問
A reorganization removes the project's main change champion. What should the project manager do?
回答
Assess the effect on sponsorship and adoption, then secure accountable support through the new structure. An unfilled sponsorship gap can weaken decisions, communication, and sustained use.

カード 181
質問
A local community may be affected by construction noise. How should the project engage them?
回答
Engage them early in a two-way discussion about impacts, needs, and mitigation. Waiting for complaints sacrifices useful input and trust.
カード 182
質問
Buyer and seller disagree because the acceptance wording is ambiguous. What should the project manager do?
回答
Review the agreement and evidence with the parties, seek a documented resolution, and use the formal dispute path if needed. Unilateral reinterpretation creates more commercial risk.
カード 183
質問
A newly identified stakeholder expects an outcome outside the baseline. What should the project manager do first?
回答
Understand the expectation, influence, and underlying need, then compare them with project objectives and constraints. Alignment starts with analysis, not an immediate promise or rejection.
カード 184
質問
An external supply disruption raises cost and lead time. What should the project manager do before changing scope?
回答
Quantify the impact, update risks and options, and take any scope or backlog proposal through the authorized path. Evidence allows stakeholders to compare continuity, cost, timing, and value tradeoffs.
カード 185
質問
EAC is
210,000. What is ETC?
回答
ETC = EAC − AC =
210,000 = $310,000. ETC is the forecast cost still needed from the status date to completion.
カード 186
質問
On an adaptive project, a customer treats every feature shown in an early prototype as a delivery commitment. What should the project manager do?
回答
Clarify the prototype's feedback purpose, separate explored options from agreed commitments, and confirm the actual release expectations. Early learning artifacts shouldn't silently become promises.
カード 187
質問
A control chart shows stable output, but results still miss customer specification limits. What should the project manager do?
回答
Improve the underlying process so it can meet the specifications. Control limits show statistical stability; they do not prove that customer requirements are met.
カード 188
質問
A sponsor asks the project manager to hide a negative outcome from a governance report. What should the project manager do?
回答
Keep the report accurate, document the concern, and use the ethics or escalation path. Governance decisions depend on truthful evidence, even when the result is uncomfortable.
カード 189
質問
A work queue grows while many items remain partly done. What scheduling response fits adaptive delivery?
回答
Limit work in progress and address the constrained workflow step. Finishing work improves flow more than starting additional items.
カード 190
質問
Critical knowledge includes confidential customer data. How should the team transfer it?
回答
Use controlled access and sanitized practice material while transferring the needed method. Knowledge sharing must preserve security and confidentiality obligations.
カード 191
質問
What is the project manager's role when a compliance requirement needs legal interpretation?
回答
Identify the issue, provide project context, and obtain interpretation from the qualified legal or compliance authority. The project manager coordinates action and evidence without inventing a legal conclusion.
カード 192
質問
What is the purpose of an information radiator?
回答
It makes current, relevant project information easy to see and discuss. Visibility supports shared awareness and faster feedback.
カード 193
質問
The project has many meetings, yet decisions still get lost. What should the project manager do?
回答
Map each communication need to a clear channel, owner, record, and feedback path, then remove redundant meetings. Activity isn't a substitute for a reliable flow of information.
カード 194
質問
Why formally close a phase when the wider project continues?
回答
Phase closure confirms acceptance, transition, records, learning, and authorization for what comes next. It creates a controlled boundary without ending the whole project.
カード 195
質問
How can change control differ across predictive and adaptive work without losing control?
回答
Tailor the artifacts and decision cadence while preserving authority, impact assessment, transparency, and traceability. A backlog decision can be lightweight without becoming ungoverned.
カード 196
質問
How do clear objectives support a shared project vision?
回答
They translate the desired future into specific outcomes the team can prioritize and review. The vision gives direction; objectives make progress toward it observable.
カード 197
質問
A proposed plan contains no data for a material sustainability constraint. What should happen before plan approval?
回答
Define the missing information, its owner, and the decision it supports, then gather enough evidence to plan responsibly. A known material constraint should not remain an unowned assumption.
カード 198
質問
Why distinguish conflict positions from interests?
回答
Positions state requested solutions; interests reveal the needs behind them. Shared or compatible interests often create options that fixed positions conceal.
カード 199
質問
What does a predictive scope baseline provide?
回答
It provides the approved scope definition and decomposition used to measure and control scope. Proposed changes are assessed against that agreed reference.
カード 200
質問
What should guide the choice of an impediment intervention?
回答
The blocker's root cause, impact, urgency, ownership, and the team's authority to act. Matching the intervention to the cause avoids broad action that adds cost without removing the blocker.
カード 201
質問
A predictive project can safely release one usable component months before final completion. What should the project manager do?
回答
Evaluate the early release with stakeholders, including benefit, readiness, risk, and integration effects. Predictive planning does not require withholding value that can be delivered responsibly.
カード 202
質問
What does psychological safety allow a project team to do?
回答
Raise concerns, ask questions, admit mistakes, and challenge ideas without fear of humiliation or retaliation. That candor improves learning and problem detection.
カード 203
質問
What is a risk owner's responsibility?
回答
Monitor the assigned risk and lead its agreed response when conditions require action. The project manager keeps the overall process coherent, but named ownership prevents risks from becoming everyone's unattended problem.
カード 204
質問
Eight people need direct pairwise communication. How many potential communication channels are there?
回答
Channels = n(n − 1) ÷ 2 = 8 × 7 ÷ 2 = 28. The formula shows why communication paths grow much faster than team size.
カード 205
質問
How is stakeholder trust built during a project?
回答
Use honest communication, reliable follow-through, respectful listening, and visible handling of concerns. Trust grows from consistent behavior, not a single persuasive presentation.
カード 206
質問
What is the main purpose of a procurement statement of work?
回答
It describes the result or services the seller is expected to provide. Clear scope, deliverables, constraints, and acceptance expectations support comparable offers and contract performance.
カード 207
質問
What is the basic evidence loop in continuous improvement?
回答
Inspect the current result, change one useful part of the process, measure again, and adapt. Repeated evidence distinguishes improvement from an untested preference.
カード 208
質問
How can mentoring help align stakeholder expectations?
回答
Mentoring can close a knowledge gap that causes unrealistic assumptions or weak decisions. It should build the person's capability, not pressure them into agreement.
カード 209
質問
BAC is
560,000. What is VAC, and what does it mean?
回答
VAC = BAC − EAC =
560,000 = −
60,000 over budget.
カード 210
質問
Why distinguish an aspiration from a project commitment?
回答
An aspiration expresses a desired possibility; a commitment carries agreed scope, conditions, and accountability. Blurring them creates avoidable disappointment.
カード 211
質問
What can indicate whether an organization is ready to adopt a project outcome?
回答
Visible sponsorship, capacity, skills, role clarity, user involvement, feedback, and willingness to change. Relevant indicators vary by context, so readiness should be assessed with evidence rather than assumed.
カード 212
質問
Final inspection has become a release bottleneck. What is the better quality strategy?
回答
Move prevention, review, and testing earlier and automate suitable checks. Building quality into the work reduces the defect pile that final inspection must catch.
カード 213
質問
A duration has optimistic 4 days, most likely 7 days, and pessimistic 16 days. What is the PERT expected duration?
回答
Expected duration = (O + 4M + P) ÷ 6 = (4 + 28 + 16) ÷ 6 = 8 days. PERT weights the most likely estimate four times.
カード 214
質問
Why is knowledge held by one person a project risk?
回答
Absence, reassignment, or departure can stop decisions and work that depend on that person. Shared practice and accessible references reduce the single point of failure.
カード 215
質問
How should a project prioritize external business changes?
回答
By relevance, likely magnitude, urgency, confidence, and effect on value, risk, compliance, scope, or the backlog. A dramatic headline may deserve less action than a quieter signal with direct project consequences.
カード 216
質問
Which chart shows completed work and total scope as separate lines?
回答
A burnup chart. Separating completed work from the scope line makes scope growth visible instead of making it look like lost progress.
カード 217
質問
Where should a project manager look for reporting requirements?
回答
Check stakeholder information and decision needs, governance rules, agreements, organizational standards, and delivery needs. Reporting should satisfy real obligations and action needs, not habit alone.
カード 218
質問
A team proposes adaptive delivery, but users cannot provide feedback for four months. What should the project manager address?
回答
Address the missing feedback loop and tailor the approach before committing. Adaptive cycles lose much of their learning value when no empowered user can inspect increments.
カード 219
質問
A delivery problem is within the team's authority and below every escalation threshold. Should it automatically go to the steering committee?
回答
No; manage it within delegated authority and report it as required. Governance should receive matters that meet its oversight or escalation rules, not replace routine management.
カード 220
質問
A sponsor writes the project vision alone and asks the team to adopt it. What should the project manager do?
回答
Test and refine the vision with the team and other key stakeholders. Broader participation builds shared meaning and reveals missing operational or customer perspectives.
カード 221
質問
What role does a product backlog play in adaptive scope management?
回答
It keeps candidate work visible, ordered, and open to refinement as evidence changes. It is a living scope-management tool, not a frozen commitment to every item.
カード 222
質問
An audit finds no evidence for a required review, although the team says it happened. What should the project manager do?
回答
Treat the missing record as an evidence gap, verify whether the review and required recording occurred, and coordinate remediation. An unsupported claim cannot demonstrate that the requirement was met.
カード 223
質問
Remote teammates keep turning terse written exchanges into conflict. What should the project manager do after resolving the immediate issue?
回答
Facilitate working agreements for when to move sensitive or ambiguous topics to a live channel and how to check intent. Shared rules reduce recurrence instead of repairing each exchange separately.
カード 224
質問
A sponsor asks the team to maximize the number of features delivered. What should the project manager clarify?
回答
Clarify the outcome and value measures the features are meant to improve. Feature count rewards output volume even when users gain little benefit.
カード 225
質問
What is the defining schedule effect of resource leveling?
回答
It changes activity timing to resolve resource limits and may move the critical path or finish date. Resource feasibility takes priority over preserving the original dates.
カード 226
質問
One region always attends the adaptive team's meeting outside normal hours. What should the project manager do?
回答
Work with the team to rotate inconvenient times or redesign the collaboration pattern. Sharing the burden supports inclusion and sustainable participation.
カード 227
質問
A security incident requires an emergency production change. How should the team preserve control?
回答
Use the documented emergency authority and controls, then complete required records and follow-up review. Urgency may shorten the path, but it does not erase accountability or traceability.
カード 228
質問
Who generally carries more cost-overrun risk under a firm fixed-price contract?
回答
The seller. The seller agrees to deliver the defined result for the fixed price unless an authorized contract change applies.
カード 229
質問
Key users repeatedly miss hybrid-project reviews. What should the project manager do first?
回答
Ask what prevents participation and agree on an accessible review method or representative. The engagement barrier must be understood before the cadence is redesigned.
カード 230
質問
A vendor outage has no prepared response and threatens a key milestone. What should the project manager do?
回答
Coordinate the relevant owner and stakeholders to contain the impact, assess options, and escalate if thresholds are exceeded. A current outage needs a collaborative issue response, not solitary speculation.
カード 231
質問
BAC is
200,000, and AC is $250,000. What TCPI is required to still meet BAC?
回答
TCPI = (BAC − EV) ÷ (BAC − AC) =
250,000 = 1.20. The remaining work must earn $1.20 of budgeted value per cost dollar to meet BAC.
カード 232
質問
A steering group keeps changing the top priority in response to the loudest request. What should the project manager do?
回答
Agree on transparent prioritization criteria and a decision cadence tied to project objectives. A shared method makes changes explainable and reduces preference-driven swings.
カード 233
質問
How do quality and grade differ?
回答
Quality is conformance to requirements; grade is the category or feature level of a product. Low grade may be intentional, while poor quality means requirements were not met.
カード 234
質問
An AI forecast raises a schedule risk, but its training data is stale. What should happen before changing the response plan?
回答
Validate the data and forecast assumptions, then update the risk analysis with reliable evidence. Human accountability includes checking whether automated output is fit for the decision.
カード 235
質問
A customer expects full business benefits immediately after the first release. What should the project manager do?
回答
Clarify which benefits the release enables, when they can appear, how they will be measured, and who owns adoption. Delivery and benefit realization may happen on different timelines.

A PERT estimate has optimistic 4 days and pessimistic 16 days. What is its standard deviation?
回答
Standard deviation = (P − O) ÷ 6 = (16 − 4) ÷ 6 = 2 days. A wider optimistic-to-pessimistic spread produces greater estimated uncertainty.
カード 237
質問
What does a cumulative flow diagram help a team see?
回答
It shows how work accumulates across workflow states over time. Widening bands can reveal growing queues or bottlenecks.
カード 238
質問
A retrospective produces useful lessons. How should the team transfer them beyond the meeting?
回答
Turn relevant lessons into accessible guidance, changed working practices, or demonstrations for the people who need them. A lesson stored but not applied hasn't completed the transfer.
カード 239
質問
A new practice appears to reduce material waste. What should the team do before declaring it standard?
回答
Verify that the result is sustained, document the lesson, and update the governed process if the evidence holds. One favorable observation may reflect noise or a temporary condition.
カード 240
質問
Several plan owners update their sections independently after a major change. What must the project manager do?
回答
Reconcile the combined effects across scope, schedule, cost, resources, quality, risk, procurement, and value. Locally correct updates can still create an inconsistent integrated plan.
カード 241
質問
A material problem is confirmed, but its full cause is still unknown. What should the project manager communicate now?
回答
State the confirmed facts, likely impact, current response, unresolved questions, and next update. Separating knowns from unknowns gives stakeholders useful information without false certainty.
カード 242
質問
A sustainable operating process is delivered, but frontline teams do not use it. What should the project manager do?
回答
Diagnose the adoption barriers with users and change leaders, adjust support, and measure actual use and outcomes. Technical completion does not create value when the new practice is ignored.
カード 243
質問
What is the main purpose of a work breakdown structure?
回答
It decomposes the full authorized project scope into manageable deliverable-oriented components. That structure supports estimating, ownership, scheduling, and control.
カード 244
質問
How should a shared vision influence project tradeoffs?
回答
Use the desired outcome as a decision filter when options compete. A vision that never changes a priority is only decoration.
カード 245
質問
Two delivery options cost the same, but one tests the riskiest value assumption a month earlier. Which is preferable?
回答
Prefer the earlier learning option when its other effects are acceptable. Faster feedback reduces the time spent investing under a false assumption.
カード 246
質問
A customer sustainability expectation changes during delivery. How should the project manager respond?
回答
Clarify whether it is mandatory or voluntary, assess compliance and value effects, and propose any needed change through the proper authority. Different sources of expectation carry different obligations and tradeoffs.
カード 247
質問
Why distinguish task conflict from relationship conflict?
回答
Task conflict concerns the work and can improve decisions when handled safely; relationship conflict centers on people and can damage trust. The distinction shapes the intervention.
カード 248
質問
What constraint distinguishes resource smoothing from resource leveling?
回答
Resource smoothing adjusts work only within available float so the critical path and finish date remain unchanged. It may not eliminate every over-allocation.
カード 249
質問
A sustainability tradeoff exceeds the project's delegated tolerance. What should the project manager do?
回答
Quantify the effects and escalate the decision to the designated governance authority with options. The project manager informs the choice but should not exceed agreed decision limits.
カード 250
質問
What should clear team roles define?
回答
Define responsibilities, decision authority, interfaces, and accountability. Job titles alone rarely explain how work and choices move across a hybrid team.
カード 251
質問
Who generally carries more cost risk under a cost-reimbursable contract?
回答
The buyer. The buyer pays allowable actual costs, so clear cost rules, audits, ceilings, and incentives matter when uncertainty is high.
カード 252
質問
BAC is
200,000, EAC is
250,000. What TCPI is required to meet EAC?
回答
TCPI = (BAC − EV) ÷ (EAC − AC) =
350,000 ≈ 0.86. The remaining work needs about $0.86 of budgeted value per forecast cost dollar to meet EAC.
カード 253
質問
How can a project manager influence a stakeholder without formal authority?
回答
Connect the request to shared interests, credible evidence, trust, and reciprocal value. Influence grows from relevance and relationships rather than command.
カード 254
質問
What should a project consider when analyzing possible noncompliance?
回答
The applicable operational, safety, security, financial, contractual, regulatory, reputational, and stakeholder consequences. Only context-supported effects should be claimed; penalties or legal outcomes are not universal.
カード 255
質問
Which cost-of-quality category includes training and mistake-proofing?
回答
Prevention cost. The spending aims to keep defects from entering the product or process in the first place.
カード 256
質問
Why record expectation-alignment decisions and owners?
回答
A concise record preserves the agreed tradeoff, conditions, and follow-up responsibility. It reduces later disagreement about what the group decided.
カード 257
質問
A PERT standard deviation is 2 days. What is the corresponding variance?
回答
Variance = standard deviation² = 2² = 4 days². Variances, not standard deviations, are added when combining independent activity uncertainty along a path.
カード 258
質問
A sponsor verbally approves a change that is outside the sponsor's documented authority. What should the project manager do?
回答
Record the request and obtain a decision from the designated authority before implementation. Seniority does not automatically replace the project's agreed decision rights.
カード 259
質問
What kind of feedback can reveal expectation drift early?
回答
Look for changing questions, adoption behavior, review reactions, complaints, and satisfaction trends. Repeated weak signals can expose a gap before formal rejection.
カード 260
質問
Why is a variance trend often more useful than one reporting-period variance?
回答
The trend shows whether performance is improving, stable, or deteriorating. A single point can hide direction and persistence.
カード 261
質問
An issue owner marks a blocker resolved, but users still cannot proceed. What should the project manager do?
回答
Verify the outcome, reopen or continue the issue, and reassess the intervention. Completion of an action is not proof that the blocker's effect has ended.
カード 262
質問
Why does psychological safety matter for knowledge transfer?
回答
People need to admit what they don't understand and ask basic questions without embarrassment. Hidden gaps survive when appearing knowledgeable feels safer than learning.
カード 263
質問
The predictive component meets its milestone, but the adaptive component uncovers a new dependency. What should happen?
回答
Update the shared roadmap, interfaces, assumptions, and forecast with both teams. Success in one component does not remove an integrated dependency discovered elsewhere.
カード 264
質問
What question should acceptance criteria answer?
回答
They should answer, “What observable conditions must this specific result meet to be accepted?” Clear criteria make validation objective and testable.
カード 265
質問
How can a project manager tell whether communication was effective?
回答
Check whether the audience understood the message and took the intended action or gave useful feedback. Sending on time measures delivery, not effect.
カード 266
質問
How do residual and secondary risks differ?
回答
Residual risk remains after a response; secondary risk is created by the response. Both need analysis, ownership, and monitoring when material.
カード 267
質問
Backlog order is driven by the loudest stakeholder. What should the project manager or product leader introduce?
回答
Use transparent prioritization criteria agreed with stakeholders, including value, urgency, risk, dependencies, and effort. Visibility turns influence into a reviewable decision rather than a private contest.
カード 268
質問
Hybrid workstreams are meeting their targets, but their outputs no longer form one useful outcome. What should the project manager do?
回答
Reconnect the workstreams with key stakeholders around the shared vision and cross-stream tradeoffs. Local success can still miss the common outcome.
カード 269
質問
What should an external environment review connect each material signal to?
回答
The project's assumptions, objectives, benefits, risks, compliance needs, scope or backlog, and decision path. A trend list becomes useful only when it leads to project-specific impact analysis.
カード 270
質問
What does a resource histogram help a project manager compare?
回答
It compares resource demand with available capacity across time. Peaks reveal periods that may need resequencing, smoothing, leveling, or added capacity.
カード 271
質問
The same handoff conflict returns after several quick compromises. What should the project manager do?
回答
Analyze the recurring pattern with the parties and address its root cause. Repeated compromise is only masking the system, role, or relationship problem.
カード 272
質問
What makes a time-and-materials contract a hybrid commercial form?
回答
It uses fixed rates for labor or materials but leaves total quantity variable. That flexibility resembles cost reimbursement, so ceilings and oversight protect the buyer.
カード 273
質問
What should project success metrics cover beyond delivery constraints?
回答
The intended outcomes, stakeholder value, benefits, adoption, and other context-specific success conditions. Schedule, cost, and scope remain useful, but they do not fully describe whether the effort was worthwhile.
カード 274
質問
The team lacks a skill needed for an upcoming work package. What should the project manager do?
回答
Assess the gap with the team and arrange timely development, mentoring, or added expertise. Early capability planning is better than waiting for failure.
カード 275
質問
When is EAC = AC + (BAC − EV) appropriate?
回答
Use it when the past variance is treated as a one-time event and remaining work is expected to follow its original budget. The formula does not carry current inefficiency forward.
カード 276
質問
A required sustainability report has no defined measurement method. What should the project manager do?
回答
Work with the requirement owner or qualified authority to define the criterion, evidence, and reporting responsibility. The project cannot demonstrate compliance with an undefined or improvised measure.
カード 277
質問
Which cost-of-quality category includes inspection and testing?
回答
Appraisal cost. The spending checks whether work conforms to requirements before acceptance or release.
カード 278
質問
A stakeholder distrusts the project after an earlier promise was missed. What should the project manager do?
回答
Acknowledge the miss, listen to its impact, agree on realistic next steps, and follow through visibly. Trust repair needs accountable action, not a stronger sales pitch.
カード 279
質問
An activity has LS 12 and ES 9. What is total float?
回答
Total float = LS − ES = 12 − 9 = 3 time units. The activity can slip by three units before it delays the project finish, assuming the network remains unchanged.
カード 280
質問
A stakeholder new to incremental delivery expects every early release to be feature-complete. What should the project manager do?
回答
Mentor the stakeholder on the release approach, then agree on what each increment should prove or deliver. Better understanding makes later expectation discussions concrete.
カード 281
質問
What should stakeholders learn from a project change status update?
回答
The current decision state, rationale, owner, timing, and expected effects relevant to them. Clear status prevents a request, approval, and implementation from being mistaken for the same event.
カード 282
質問
Team members use stale copies of a shared artifact, and unauthorized viewers can open restricted content. What two controls address these problems?
回答
A clear authoritative version and access matched to audience needs. People must be able to find the current record without exposing restricted information.
カード 283
質問
A stakeholder asks for a precise date before the team has enough information. What should the project manager do?
回答
Give the best supportable range, assumptions, confidence, and next point for refinement. Transparent uncertainty is more useful than false precision.
カード 284
質問
The proposed execution strategy requires more concurrent work than available capacity. What should the project manager do?
回答
Reconcile priority, sequencing, work in progress, and resource options before execution. A strategy that assumes impossible capacity is not an executable plan.
カード 285
質問
When should an impediment or issue be escalated?
回答
When its impact, urgency, authority need, or defined threshold exceeds the team's ability to resolve it. Escalation should bring the right decision or resource, not simply transfer ownership upward.
カード 286
質問
An adaptive team's information radiator is often stale. What should the project manager do?
回答
Agree on the audience, owner, update trigger, and review cadence, then remove information no one uses. Visibility helps only when the signal is current and relevant.
カード 287
質問
An increment is usable but cannot yet be released because a required approval is missing. How can the team preserve value learning?
回答
Demonstrate or test the increment with authorized stakeholders while completing the approval path. Learning can continue without bypassing the release condition.
カード 288
質問
A risk exposure rises beyond the project's tolerance. What should the project manager do?
回答
Escalate through the defined governance path with current analysis and response options. Exceeding tolerance signals that the decision belongs at a different authority level.
カード 289
質問
What does procurement closure confirm?
回答
It confirms that deliverables, acceptance, payments, claims, records, and remaining obligations are settled under the agreement. Delivery alone may leave commercial work open.
カード 290
質問
A hybrid project is moving from iterative discovery to predictive rollout. What should the project manager do with the vision?
回答
Reconfirm the shared outcome and update any assumptions that discovery changed. The delivery approach may shift, but stakeholders still need one current direction.
カード 291
質問
When is EAC = BAC ÷ CPI appropriate?
回答
Use it when cumulative cost efficiency is expected to continue through the remaining work. The formula carries the current CPI trend into the final cost forecast.
カード 292
質問
A geopolitical event may disrupt work in one region. What should the project manager do?
回答
Use verified information and local expertise to assess safety, continuity, compliance, and scenario impacts, then act through the relevant authority. Avoid speculation and do not generalize one region's requirements to another.
カード 293
質問
The parties tried an agreed resolution, but the conflict now exceeds the project manager's authority. What should happen next?
回答
Escalate through the defined path with the facts, impact, and attempts already made. Escalation is appropriate when resolution needs authority the team doesn't have.
カード 294
質問
How do internal and external failure costs differ?
回答
Internal failure costs arise before release, such as scrap or rework; external failure costs arise after release, such as warranty, support, or liability. Both result from nonconformance.
カード 295
質問
A senior expert dominates an adaptive team's decisions. What should the project manager do?
回答
Facilitate a decision process that invites other evidence and perspectives before commitment. Inclusion improves the choice without dismissing the expert's knowledge.
カード 296
質問
An automated dashboard shows inconsistent data just before a governance gate. What should the project manager do?
回答
Validate the source, definitions, and reconciliation before asking the body to decide. Governance needs trustworthy evidence; a polished dashboard does not compensate for weak data quality.
カード 297
質問
An activity’s early finish is 12, and its earliest successor starts at 15. What is free float?
回答
Free float = successor ES − activity EF = 15 − 12 = 3 time units. The activity can slip three units without delaying that successor’s early start.
カード 298
質問
Two influential stakeholders want incompatible outcomes. What should the project manager do?
回答
Facilitate a discussion around shared objectives, underlying needs, constraints, and decision criteria. Transparent tradeoffs create a defensible path even when both preferences can't be met.
カード 299
質問
A sponsor wants detailed task plans for uncertain work eighteen months away. What planning response fits?
回答
Plan near-term work in detail and keep distant work at an appropriate level until more is known. Rolling-wave planning gives usable control without inventing unsupported detail.
カード 300
質問
A project will operate in several jurisdictions with different requirements. How should compliance be planned?
回答
Map applicable requirements to each location with qualified local input, then assign controls, evidence, and owners. A single jurisdiction-free legal assumption can leave work either exposed or unnecessarily constrained.
カード 301
質問
A costly feature depends on an untested customer assumption. What should the team do first?
回答
Run the smallest responsible experiment that can test the assumption. Early evidence can prevent a large investment in value that does not exist.
カード 302
質問
Two departments approve a milestone but mean different things by 'ready.' What should the project manager do?
回答
Facilitate one observable definition of readiness and record the owners and conditions. A shared label without shared criteria leaves expectations misaligned.
カード 303
質問
When is EAC = AC + (BAC − EV) ÷ (CPI × SPI) appropriate?
回答
Use it when both current cost and schedule efficiency are expected to affect the cost of remaining work. Its assumption is stronger than carrying CPI alone.
カード 304
質問
A mandatory sustainability standard changes after the project baseline is approved. What should the project manager do?
回答
Confirm applicability, assess compliance and project impacts, and process the required change through the authorized path. Mandatory context may shape the decision, but affected plans and records still need controlled updates.
カード 305
質問
What should determine the level of detail in a project report?
回答
Use the decisions the audience must make, its accountability, its knowledge, and its reporting obligations. The same raw detail rarely serves executives, delivery teams, and regulators equally well.
カード 306
質問
What is quality assurance mainly trying to improve?
回答
The processes used to produce acceptable results. It emphasizes prevention and process effectiveness rather than only inspecting finished deliverables.
カード 307
質問
How do smoothing and compromise differ in conflict management?
回答
Smoothing emphasizes agreement and downplays differences; compromise has each side give up something for a workable settlement. Neither necessarily resolves the root cause.
カード 308
質問
An AI triage tool labels a reported safety issue as low priority. What should the project manager do?
回答
Require accountable human review of the evidence and apply the defined safety criteria. Automated classification can support triage, but it should not override mandatory thresholds or human responsibility.
カード 309
質問
What does the critical path determine in a schedule network?
回答
It determines the earliest possible project finish under the current logic and durations. Delay on the controlling path delays completion unless the plan changes or float becomes available.
カード 310
質問
How does team accountability differ from manager control?
回答
The team owns commitments, makes work visible, and responds to results within clear boundaries. Manager control centralizes choices; accountability keeps ownership with the people doing the work.
カード 311
質問
A new constraint invalidates the assumptions behind the selected delivery approach. What should the project manager do?
回答
Reassess and tailor the approach with the affected stakeholders. Forcing the original method after its fit changes protects consistency at the expense of delivery.
カード 312
質問
An uncertain opportunity could create value through a small pilot. What should the project manager do?
回答
Analyze its likelihood, value, cost, and downside, assign ownership, and choose a response consistent with risk appetite. Opportunities deserve deliberate risk decisions rather than automatic pursuit or dismissal.
カード 313
質問
Evidence shows the project can no longer produce enough value to justify its remaining cost. What should the project manager do?
回答
Present the evidence and options to the authorized decision makers, including pivoting or stopping. Sunk cost is not a reason to keep funding weak future value.
カード 314
質問
What does comparing current and desired stakeholder engagement reveal?
回答
It reveals where a stakeholder's involvement or support differs from what the project needs. That gap guides specific engagement actions.
カード 315
質問
A required security exception has no named decision owner. What should the project manager do?
回答
Pause the exception decision and establish the accountable authority through governance. An exception without clear ownership weakens oversight and can hide who accepted the exposure.
カード 316
質問
Which reserve addresses identified risks, and which addresses unforeseen in-scope work?
回答
Contingency reserve addresses identified risks; management reserve addresses unforeseen in-scope work. Their authorization and baseline treatment differ, so they should not become general padding.
カード 317
質問
Two governance groups request conflicting versions of the same metric. What should the project manager do?
回答
Confirm the purpose and authoritative definition with both groups, then agree on one governed source or clearly reconciled views. Quietly choosing one would preserve the conflict.
カード 318
質問
How do lead and lag change a dependency?
回答
Lead permits a successor to start earlier relative to its predecessor; lag imposes a waiting period. Neither replaces sound dependency logic.
カード 319
質問
What does a proportionate compliance control approach allow?
回答
It tailors effort to exposure and context without weakening an applicable mandatory requirement. Proportionality can change how a control is implemented or evidenced, not erase the obligation.
カード 320
質問
A conflict remains stuck because neither party trusts the other to facilitate. What should the project manager consider?
回答
Use an accepted neutral mediator to structure the discussion and help the parties reach their own agreement. Neutral process can restore a workable path when direct facilitation lacks trust.
カード 321
質問
Which conditions most strongly support a predictive approach?
回答
Stable requirements, understandable work, tight dependencies, formal approvals, and high cost of late change. These conditions make detailed early planning valuable.
カード 322
質問
A team meets its tasks but morale and initiative are falling. What should the project manager do first?
回答
Listen to the team and diagnose what is weakening motivation, then reconnect work to purpose and address the cause. Generic rewards won't fix an unknown problem.
カード 323
質問
What does project value include beyond financial return?
回答
Value can include stakeholder benefits, strategic outcomes, risk reduction, learning, service improvement, and financial effects. The relevant mix must be agreed for the project.
カード 324
質問
New evidence shows an approved change will undermine the expected benefit. What should the project manager do before implementation?
回答
Pause where authorized, reassess the value impact, and return the decision through the agreed change or governance path. Approval based on obsolete evidence should not force a knowingly harmful outcome.
カード 325
質問
How does the cost baseline differ from the total project budget?
回答
The cost baseline includes planned work and contingency reserve; the total project budget adds management reserve. Earned value performance is measured against the baseline, not the management reserve.
カード 326
質問
An adaptive team plans to involve operations only at final release. What should the project manager do?
回答
Engage operations earlier in reviews, readiness decisions, and support planning. Their feedback can prevent a solution that works in development but fails in service.
カード 327
質問
A local workaround hides a dependency issue from other teams. What should the project manager do?
回答
Log and assess the broader issue, communicate affected dependencies, and pursue a durable resolution. A workaround can restore local flow while leaving system-level impact invisible.
カード 328
質問
What is crashing a schedule?
回答
Crashing adds cost or resources to shorten critical-path work where the time-cost tradeoff is worthwhile. Adding resources to noncritical work does not shorten the project.
カード 329
質問
How does project communication support governance?
回答
It supplies timely, traceable information for oversight, decisions, escalation, and accountability. Governance weakens when decision-makers lack a reliable view of status and exceptions.
カード 330
質問
Which conditions most strongly support an adaptive approach?
回答
High uncertainty, evolving requirements, available stakeholder feedback, and the ability to deliver and learn in small increments. These conditions reward short planning and feedback cycles.
カード 331
質問
What does a project risk threshold tell the team?
回答
The exposure point that triggers a defined action, decision, or escalation. It turns general risk tolerance into an operational boundary for the project.
カード 332
質問
A junior team member won't speak openly in a conflict with an executive. What should the project manager do?
回答
Create a safer way to gather the junior member's perspective and set a fair discussion process. Treating unequal power as equal participation can hide the real conflict.
カード 333
質問
How does an outcome differ from an output?
回答
An output is what the project produces; an outcome is the change or benefit produced by using it. A completed output can exist without the intended outcome.
カード 334
質問
What does a self-organizing team decide for itself?
回答
Within agreed boundaries, the team decides how to organize and perform its work. Self-organization doesn't remove the project's goals, constraints, or accountability.
カード 335
質問
A governance body wants to skip the decision record to save time. What should the project manager do?
回答
Capture the decision, rationale, authority, conditions, and follow-up actions in the agreed record. Traceability supports accountability and prevents teams from acting on conflicting memories.
カード 336
質問
What do PV, EV, and AC each represent at a status date?
回答
PV is the budgeted value of planned work, EV is the budgeted value of completed work, and AC is the actual cost of completed work. Keeping these meanings separate prevents most EVM sign and ratio errors.
カード 337
質問
What is fast tracking a schedule?
回答
Fast tracking overlaps work that was planned sequentially. It can shorten the schedule but increases coordination and rework risk.
カード 338
質問
How is stakeholder engagement broader than stakeholder communication?
回答
Engagement includes participation, relationship building, influence, decisions, and response to concerns. Communication carries information but may not create involvement.
カード 339
質問
A required supplier certification expires before release. What should the project manager do?
回答
Verify the applicable requirement, obtain current evidence or remediation, and hold dependent release work when the control requires it. Escalate through the defined path if timing or authority exceeds project limits.
カード 340
質問
What makes an approach genuinely hybrid?
回答
Different delivery or governance elements are intentionally combined to fit distinct project conditions. Hybrid is deliberate tailoring, not an undefined mixture of practices.
カード 341
質問
A governance change adds a new reporting requirement mid-project. What should the project manager do?
回答
Confirm the requirement, owner, format, cadence, and effective date, then update the communication approach. The new obligation should enter the managed reporting flow.
カード 342
質問
What is the main decision purpose of a minimum viable product?
回答
It tests a value assumption with the smallest responsible solution that can generate useful evidence. Its purpose is validated learning, not shipping a permanently minimal product.
カード 343
質問
A planned risk response introduces a new privacy exposure. How should the team handle it?
回答
Record and analyze the exposure as a secondary risk, assign ownership, and plan a response. Reducing one threat does not justify leaving a response-created threat unmanaged.
カード 344
質問
A sponsor praises only the most visible contributor after a difficult team milestone. What should the project manager do?
回答
Make the team's shared achievement visible and recognize specific contributions using fair criteria. Balanced recognition supports motivation without erasing individual work.
カード 345
質問
How does a milestone differ from an activity?
回答
A milestone marks a significant event or decision and has zero duration; an activity consumes time and usually resources. Milestones help track important boundaries without representing work themselves.
カード 346
質問
A deliverable passes quality testing, and the team assumes that proves compliance. What should the project manager do?
回答
Verify the separate evidence for every applicable compliance requirement. Quality and compliance can overlap, but meeting acceptance criteria does not automatically prove a legal, policy, security, or contractual obligation.
カード 347
質問
A stakeholder stops contributing after earlier feedback disappeared without explanation. What should the project manager do?
回答
Close the feedback loop by showing how the input was used or why it was deferred or declined, then invite further response. A clear response shows that participation has a purpose.
カード 348
質問
What makes a project management plan integrated?
回答
Its component decisions, dependencies, assumptions, baselines, and controls work together as one delivery system. Integration exposes tradeoffs that separate plans can hide.
カード 349
質問
What does benefits management connect across a project?
回答
It connects intended benefits, measures, owners, delivery choices, transition, and later realization. That connection keeps outputs tied to the value they are meant to create.
カード 350
質問
A team-owned decision causes rework. How should the project manager respond?
回答
Facilitate a blameless review of the decision, evidence, and guardrails, then let the team improve its approach. Learning plus accountability preserves empowerment better than taking authority back.
カード 351
質問
A status report says risks are unchanged despite a relevant regulatory update. What should the project manager do?
回答
Refresh risk identification and analysis, then communicate any changed exposure or response. Monitoring must incorporate new external evidence rather than repeat the prior report.
カード 352
質問
What is tailoring in project delivery?
回答
Tailoring selects and adjusts approaches, practices, artifacts, and controls to fit the project context. The choices should be intentional and revisited when conditions change.
カード 353
質問
A key stakeholder trusts a respected peer more than the project manager. How can the project use that relationship?
回答
Invite the peer to support a transparent, accurate discussion when appropriate. A trusted connection can extend influence, but it shouldn't become hidden pressure.
カード 354
質問
An AI-generated compliance summary cites a policy that does not exist. What should the project manager do?
回答
Reject the unsupported claim, verify requirements against controlled sources, and correct the record under human accountability. Generated text cannot serve as compliance evidence merely because it sounds authoritative.
カード 355
質問
What does value-based prioritization balance besides expected benefit?
回答
It also considers urgency, risk reduction, learning, dependencies, effort, and constraints. The goal is the best next use of limited capacity, not a single universal score.
カード 356
質問
Why should a project leader actively use varied team perspectives?
回答
Different experiences and skills expose assumptions, risks, and options that a uniform view can miss. Diversity creates value when the team can contribute safely and influence decisions.
カード 357
質問
What is progressive elaboration?
回答
It increases plan detail as information becomes available while keeping the plan coherent. Early uncertainty is refined through evidence rather than hidden behind premature detail.
カード 358
質問
A supplier risk appears to be declining. When should the project manager close it?
回答
Only when evidence meets the agreed closure criteria and no material residual exposure still needs tracking. A favorable trend calls for monitoring, not automatic removal from view.
カード 359
質問
A time-critical safety incident requires immediate coordination. How should the project manager lead?
回答
Give clear direction within the incident authority, protect people, and stabilize the situation, then restore normal team autonomy and review what happened. Crisis leadership can be directive without becoming the permanent style.
カード 360
質問
What makes project data decision-ready?
回答
It is timely, relevant, trustworthy, understandable, and linked to a specific decision. More data does not help when its meaning or action is unclear.
